Pennsylvania has more than one Blue plan.
Highmark Psychiatrist PA — York County Blue plan coverage
Searching for a Highmark psychiatrist in PA? Pennsylvania is split between two Blue Cross Blue Shield companies, and York County is Highmark territory — Independence Blue Cross covers the Philadelphia region instead. That matters, because directory results written for southeastern PA do not apply here. Highmark covers psychiatric evaluation, medication management, and therapy, and most members pay only a specialist copay once any deductible is met. Have Highmark BCBS? Why York County is Highmark country
Most states have one Blue Cross Blue Shield company. Pennsylvania does not, and the split causes real confusion for anyone searching for care — especially online, where advice written for Philadelphia surfaces just as readily as advice written for here.
Central and western PA
This is Highmark country, and York County sits inside it. If you carry a Blue card issued through a York-area employer, it is almost certainly Highmark.
Highmark's provider network here is deep, which is why the plan shows up on so many local employer benefit sheets.
Southeastern PA
The Philadelphia region is served by Independence Blue Cross, a separate company with its own network and its own rules.
A guide written for an Independence member will not describe your plan accurately, even though both cards carry the same Blue Cross Blue Shield symbols.
What if my Blue card came from another state?
We accept all major insurances. Call today to confirm your insurance. (717) 202-2285. If you moved to York from another state, kept a job elsewhere, or are covered under a spouse's out-of-state plan, your card may still work here.
The rules vary by home plan, so this is worth checking rather than assuming in either direction. Read us the three-character prefix at the start of your member ID and we will trace it. No cost, and it takes a few minutes.
Highmark coverage by product
Highmark sells commercial, marketplace, and Medicare Advantage products in central Pennsylvania. What changes between them is mostly the network tier and whether a referral applies.
| Product | Booking psychiatric care | What sets your cost |
|---|---|---|
| Highmark PPO | Direct — no referral | Specialist copay after deductible |
| Employer group plan | Usually direct | Your employer's negotiated design |
| Marketplace metal plans | Direct on most designs | Deductible often applies first |
| HMO / managed products | PCP referral may be required | Plan-set copay, tighter network |
| Highmark Medicare Advantage | Varies by plan | Plan copay, not Medicare's 20% |
Medicare Advantage members may also want our Medicare page, which explains how Advantage plans differ from Original Medicare.

Highmark coverage questions
Is Highmark the same as Blue Cross Blue Shield in York County?
For most York County residents, yes. Pennsylvania is unusual in having more than one Blue Cross Blue Shield company: Highmark serves central and western Pennsylvania, while Independence Blue Cross serves the Philadelphia region. A Blue card issued through a York-area employer is almost always Highmark, which means guidance written for southeastern Pennsylvania will not describe your plan correctly.
My Blue card is from another state. Can I still be seen here?
We accept all major insurances. Call today to confirm your insurance. (717) 202-2285. Whether it applies and at what cost depends on your home plan's rules. The three-character prefix at the start of your member ID identifies the issuing plan — read it to us and we will check before you book.
Does Highmark treat a video visit differently from an office visit?
Generally no for cost purposes, but two conditions still apply. You must be physically located in a state where the provider holds a license, and your plan's network rules still govern. Our providers are licensed in Pennsylvania and Maryland, with Virginia telehealth available through Abu Koroma for ages 12 and up. If you are in York, the in-person option at 111 East Market Street is also open to you.
Highmark says I need prior authorization. Does that apply to seeing a psychiatric provider?
Routine outpatient psychiatric visits with an in-network provider typically do not require prior authorization. Authorization is more commonly associated with inpatient care, intensive outpatient programs, and certain procedures or non-formulary medications. If anything on your treatment plan needs it, we identify that before your first appointment rather than after a claim is denied.
Can Highmark cover both primary care in York and psychiatric visits at this practice?
Yes. Optimal Health York Services provides primary care in York and psychiatric care together in downtown York. For a Highmark member that means one practice, one chart, and one set of lab results — useful when a psychiatric symptom turns out to have a physical driver such as thyroid function or a vitamin deficiency.
